Wheeler County VINELink Is VISOR
Oregon retired VINE and VINELink as its current notification product in 2023. The Appriss VINE contract expired on October 30, and the Victim Information System in Oregon went live on October 31. The current service is VISOR. A legacy ODOC page still contains “vine” in its web address, but its title and instructions point to VISOR. Old directions that send Oregon users through VINELink should therefore be read as historical.
VISOR is free, opt-in, confidential, and available around the clock. State materials describe coverage across county jails, ODOC, Community Corrections, Oregon Youth Authority, and the Oregon Board of Parole and Post-Prison Supervision. That broad description supports use for a Wheeler County case, including one involving NORCOR, but it is not a promise that each source updates at once.
The official VISOR search portal is shown below. It is the correct statewide interface for the familiar Wheeler County VINELink search intent.
The interface searches one person at a time and supports notification registration after the correct record is selected.
Search Wheeler County VISOR Records
Use a full name, partial name, SID, or county ID. Partial first and last name fragments may help when spelling is uncertain. A match should be based on several facts, not a familiar name alone. VISOR provides custody information from participating systems, while the exact jail or ODOC record remains the better source for a completed event.
- Open VISOR and find the “Search for an Individual in Custody” box.
- Enter the full or partial name, SID, or county ID. Try name fragments if an exact spelling produces no result.
- Compare the returned custody details. Select only the record that fits the known identifiers and case context.
- Read the displayed custody information and status without assuming a label that the portal does not show.
- If the result changes or disappears, contact the named custodian. For a NORCOR event, call the jail or request its custody record. For ODOC, compare OOS and request the state record.
A Wheeler arrest does not prove that NORCOR accepted the person. Sheriff Jeremiah Holmes and the Wheeler County Sheriff's Office are the first local source for the receiving jail. If NORCOR held the person, use its current Adults in Custody list and records process. A missing live row can mean release or transfer, so it cannot settle the outcome by itself.
Wheeler County VISOR Release Fields
Current official text does not promise one exact “released-result” label or a release-date field for every record. It is safer to report only what appears for the selected individual. VISOR may carry a change from one of several Oregon sources, and the scope of that source controls what the entry means.

For a state prisoner, the Oregon Offender Search supplies the separate ODOC custody and projected-date route. For a NORCOR stay, the jail record can provide the actual date, time, and whether the person left for the community or another custodian. The Wheeler Circuit Court record may explain the order but does not prove another hold was absent.
The court, jail, and notification records may all be correct while showing different facts. A Wheeler judgment can authorize release in one case. NORCOR may then record a transfer because a second authority has a hold. VISOR may report the change after data from the participating source arrives. Match the agency name, lookup time, and event type before describing what occurred. When a person appears in OOS after leaving NORCOR, compare the SID and dates. A new ODOC location points toward a state transfer rather than a community release.
Note: A transfer alert means custody changed hands; it does not mean the person entered the community.
Register Wheeler County Release Alerts
After selecting the correct person, VISOR allows registration with one or more phone, text, email, or TTY methods. Registration can be anonymous without creating an account. An account adds tools for managing delivery methods and timing, reviewing recent notices, updating contact details, and unregistering. Official materials list alerts for release, transfer, escape, death, hearings, emergency notices, and advance release events.
- Select notification registration from the correct individual record.
- Choose one or more delivery methods, such as phone, text, email, or TTY.
- Register anonymously or create an account. Use only contact data the registrant can keep current.
- For an account, enter the requested name, email, password, and security question and answer.
- Review notification preferences and any blackout timing, then complete confirmation through the selected channel.
- When an alert arrives, save its time and source, then confirm the event with the agency that held the person.
The current VISOR account screen reflects that credentials-based flow.
The account provides control over notification settings, while anonymous alert registration remains available for a selected individual.
No Current Wheeler County PIN
Current VISOR material does not document the former four-digit VINE telephone PIN. Account registration uses an email address, password, and a security question and answer for support verification. Anonymous individual-alert registration is also available. Confirmation occurs through the account credentials and chosen delivery channel.
The older Oregon VINE workflow asked a caller to choose a four-digit PIN and enter the PIN plus the pound key to acknowledge an automated call. That instruction is obsolete for the present system. Repeating it as a current step could prevent a user from completing VISOR registration.
Note: Historical VINE phone instructions should not be mixed with the current VISOR account and anonymous-registration workflows.
Two Wheeler County Notification Routes
Oregon's current notification layer is distinctive because VISOR combines data from state prison, county jail, community corrections, youth, and Board sources, while BOPPPS also offers a separate opt-in service. Board notification can cover upcoming releases and Board decisions for people in prison or on supervision. Registration can be made through the Board's form, email, mail, or Victim Services phone route, using the person's full legal name and date of birth or SID.
A person may register in both systems when both kinds of notice fit the case. VISOR provides the multiagency status and alert channel. The Board notification program focuses on Board events. Neither is a final decision archive. For a hearing result, request the Final Board Action or hearing order.
Current official pages also display two support numbers in different contexts. The VISOR portal and ODOC page show 855-691-6246, while Oregon DOJ information shows 888-749-8080. Keep the number with the page that supplied it instead of treating one as a correction to the other. For a person-specific custody fact, support staff still cannot replace the holding agency. NORCOR confirms its own jail event, ODOC confirms a state correctional event, and the Board confirms its own notice or decision record.

Confirm Wheeler County VISOR Alerts
VISOR is an information and notice system, not a certified release record. Data can lag, change, or describe different custodians at different points. If VISOR reports a release while a roster still lists the person, record the time of both checks and contact the reporting agency. Do not choose one screen merely because it matches an expectation.
For NORCOR, call 541-298-1576 or use the NORCOR public-record request route for older custody events. Ask for the actual date and time, release type or transfer category, and authority for the event. The Wheeler Circuit Court can supply the release order, judgment, sentence, or probation history. Those records serve different purposes and should be reconciled.
VISOR does not replace the Bureau of Prisons locator for a federal sentence or ICE's detainee locator for immigration detention. Federal pretrial custody may also require the federal court and U.S. Marshals route. The system holding the person determines the correct record, not the county where an arrest began. A federal BOP result uses federal identifiers and can show a release date and location. ICE's locator has its own identity inputs and a limited post-release window. Neither source confirms the end of an ordinary NORCOR stay. Likewise, VISOR cannot turn an ODOC status into proof of a local bond release. If the custodian is unclear, ask Wheeler County where the person was transported, then follow the chain from the receiving jail to any later agency. That source-by-source method is slower than relying on one alert, but it preserves the difference between a completed release and a transfer.
