Wheeler County Booking Photo Rules
A booking photo records how a person appeared during an arrest or correctional intake. It remains tied to that event after the person leaves custody, but Oregon does not treat every image as an unrestricted public download. ORS 133.870 generally bars a law-enforcement agency from releasing a booking photo unless a listed route applies. Release from jail alone does not open the image to all requesters.
The statute permits disclosure to the person depicted, another law-enforcement agency for its work, a party in the criminal case, the victim, the court for pretrial identification, a licensed investigator, or the public for a law-enforcement purpose. A key general route also applies after a conviction resulting from that arrest. The holding agency must evaluate the request and any exemption. A Wheeler County released inmate mugshot can therefore be withheld even when other booking facts remain available.
Wheeler Release Mugshot Channels
Wheeler County does not operate a public jail identified in the reviewed official sources. The Sheriff's Office makes the local arrest record, while NORCOR may hold the adult booking record under an as-needed contract. ODOC creates a different intake photo if the person later enters state prison. Each image belongs to its own agency and episode.

A NORCOR image and an ODOC image are not interchangeable. They may have been made months or years apart. The record should identify the facility, booking date, and case so that a photograph is not assigned to the wrong Wheeler County custody stay.

NORCOR Wheeler Mugshot Placeholders
The NORCOR Adults in Custody roster contains an image column. On the observed date, every visible row used the generic no-photo asset. That finding supports only one careful conclusion: the interface can accommodate images, but the public rows reviewed did not display actual booking photos. It does not support a claim that NORCOR maintains a public mugshot gallery for Wheeler County released inmates.
The roster is also current-custody oriented. It shows names, booking dates, charges, bail, and scheduled release information, not a historical released-photo archive. A person who leaves the list may have bonded out, served a term, transferred to ODOC, or moved under another hold. Image presence or absence cannot resolve that question.

Request Wheeler County Booking Photos
Start with the agency that created or holds the photo. For a NORCOR admission, use the NORCOR public-information page and request form. NORCOR accepts requests in person or by mail at its administration office, by email at inquiries@norcor.co.wasco.or.us, or by fax. The official page does not state a fixed fee, turnaround, or photo-retention term, so none should be assumed.
- Identify the person, booking date or date range, and Wheeler-related case or booking number.
- Ask for the booking record and the photograph from that exact admission, if disclosure is permitted under ORS 133.870.
- Explain the applicable lawful request route and state whether an electronic copy is acceptable.
- Request the actual release date and type separately if the goal also includes release confirmation.
- Ask for a written explanation if the image is withheld or redacted.
If Wheeler County made or holds a separate arrest image, use the Sheriff's official public-record request form. The Sheriff may also hold incident and transport records while NORCOR holds the jail image. A narrow request reduces mistaken matches and helps the agency locate the correct record.

ODOC Photos After Wheeler Release
A person transferred from NORCOR to the Oregon Department of Corrections is not a community release from the full custody chain. ODOC's public offender interface can include a photograph while the person remains within its public scope. For a past state-prison admission, a public Pen Pack may contain a photo, first and last face sheets, judgment and sentence records, and possible discharge material.
Use the ODOC public-records process when the online record is absent or incomplete. Ask for the named person's public Pen Pack or the specific first and last face sheets, photo, and discharge record. An ODOC intake image documents the state admission. It is not the same photograph as a NORCOR booking image from the Wheeler case.
Release status must be read with supervision. A state-prison exit can begin parole or post-prison supervision rather than complete discharge. ODOC and the Oregon Board of Parole and Post-Prison Supervision hold the relevant corrections and Board records. The photo locates an identity record; the release or discharge fields explain legal status.

Wheeler Release Photos in News
The Times-Journal serves as the weekly newspaper of record for Wheeler, Gilliam, and Sherman Counties. Elkhorn Media also republishes some sheriff incident releases. Either source may help identify an arrest, the receiving jail, or an image that an agency chose to publish. Neither maintains a complete Wheeler County released inmate mugshot archive.
News wording needs care. A report may use “released” for release after arrest, bond, transfer, or an expected future event. Confirm the actual outcome with NORCOR, the Wheeler Sheriff, or Circuit Court. A photograph in an old report also stays tied to that past allegation and should not be treated as a current custody record.
Commercial mugshot publishers and data aggregators are a different category. Their copies may be stale, mislabeled, or disconnected from later dismissal, set-aside, or release events. No commercial mugshot, data-broker, or paid-removal service receives a link or endorsement. Official agency and court records are the source for verification.
Set Aside Wheeler Booking Photos
Oregon's ORS 137.225 process is called a set-aside. A qualifying Wheeler County motion is filed in the court tied to the arrest, charge, or conviction, generally Wheeler Circuit Court for a criminal case. Eligibility depends on the offense, sentence completion, elapsed time, and absence of continuing supervision. A granted order seals qualifying official conviction, arrest, citation, charge, and related records. The signed order is the strongest proof of the set-aside. It can support requests to update official access and certain third-party copies, but it does not make every image on the internet vanish at once. The order should identify the original charge, conviction charge, date, submitting agency, and disposition so recipients can match it to the correct image.
Release and set-aside are separate events. Leaving NORCOR does not seal a record. Likewise, sealing a qualifying case does not change the actual historical date when the Wheeler County custody stay ended.
Remove Wheeler County Mugshots
Oregon has specific duties for certain publish-for-pay sites. ORS 133.875 generally requires removal or destruction within 30 calendar days after a request and caps a general removal fee at $50. When documented records show acquittal, no prosecution, set-aside, vacatur, or pardon, the statute provides a seven-day route without a fee and consequences for noncompliance.
ORS 646A.806 separately requires certain sites that charge for removal to remove without a fee within 30 days after a documented written request when charges ended without conviction, were reduced to violations, or a conviction was set aside. These rules do not make such sites sound sources for a current Wheeler County release status. Keep copies of the request, proof of delivery, court disposition, and signed set-aside order.
Note: Ask the original agency about its copy and use the applicable statutory route for a separate publisher because one request may not reach both.
Verify Wheeler County Release Photos
A sound match uses more than facial resemblance. Compare the full name, booking date, booking or SID number, agency, facility, and case. Then check the actual release event.
